In the New York Department of Weights and Measures Johnny Cave is the new chief deputy inspector and it isn't long before he steps on the toes of influential merchants and gets increasing pressure, both political and strong-arm, to desist. He is going to need some luck and cunning to beat crooked city alderman Marty Cavanaugh.
