The main protagonists, Jesse and Lucy, share the last name 'Wilson', giving the cult fans a clue that they are the children or nephew and niece to Burt Wilson, the main protagonist of the first film. The story begins with a military truck transporting barrels of Trioxin. The soldiers (who were smoking marijuana) driving the vehicle through a downpour are unaware when a barrel breaks loose near the town of Westvale and falls into a river.
