Carter was born in McLemoresville, Tennessee, and spent many of her early years in Memphis. She attended college at the University of Tennessee at Knoxville and Southwestern at Memphis (now Rhodes College). She was a graduate of Memphis State with a degree in English. At school, she was a member of the Delta Delta Delta sorority. In 1959, Carter competed in the Miss Tennessee pageant, where she placed first runner-up to Mickie Weyland. Ms. Carter won the Miss Volunteer beauty pageant at the University of Tennessee in the same year. In 1960, Carter made her professional stage debut in a Memphis production of Carousel.
